Spraying works?!

So lemme get this straight. In regions of Colombia where the US military and Colombian government are spraying coca fields, production has decreased. Where they are not spraying, production has gone up. Conclusion: Spraying works. You just can't make this up.

Meanwhile, cocaine and crack continue to flood this nation's markets...
