Japan approves legislation to cut air pollution

The legislation aims to reduce pollution from vehicles around theaters, hotels, and office buildings by requiring builders to project emissions and submit plans for their reductions.

This seems like a rather difficult task, which may be the legislation's intention. The likely response from builders and planners is therefore likely to be to seek ways to avoid having vehicles pass near these buildings in the first place.
