EPA innovates on an ever shrinking budget

EPA engineers have made a highly effiecient UPS delivery truck, despite severe budget cuts during the past five years. I suppose that people will point to this success as proof that they did not need the funds, but when EPA engineers are looking for parts in junk yards to build innovative prototypes, don't you think that they could get a little slack?
